What measures should be taken for those cultural cases in which they interfere with human rights, should action be taken from an international level? If so, what measures would you propose? Or should it be solely the responsibility of the sovereignty of each State?

Philippines: The Philippines believes that direct action relating to cultural diplomacy should be the responsibility of each nation, rather than of international legal measure. Our country believes this because locally managed action helps create plans that accommodate each country’s specific needs, something that an international plan could not do for every nation. The Philippines has always been committed to ensuring cultural diplomacy and discussion relating to the conflict between traditions and human rights, and we have been able to do it without international meddling.
